Several skills had their requirements reduced in the last patch without it being mentioned in the patch notes. It looks like EVEMon still has the old requirements for them. Advanced Weapon Upgrades now only needs Weapon Upgrades IV instead of V. ...

Looks like you're in luck. There are several T2 BPC's in contracts with two runs each. One, in Tama, is 25 mil. Two, in Jita, are 45 mil and 50 mil.

Dedicated incursion corps tend to be wardec'ed very quickly. Obviously, that's a bad thing. Join the in-game channel Incursion Public and check their MOTD. That has a list of all or most public incursion groups.
